We Never Outgrow the Need for Family

Lupe Tovar has 14 years of experience in the areas of child welfare, leadership development, training, and youth and adult partnerships. She currently manages and oversees a national pool of over 30 young adult consultants between ages 18 and 25. Lupe possesses a strong national voice on the importance of stakeholders being engaged as equal partners within systems change efforts. Through supports from national leadership organizations, Lupe participated in pushing for critical child welfare reforms on the federal level by sharing the need to pair personal voice with policy expertise to impact change.

She has participated in Capitol Hill briefings, testified before congressional committees and attended the 2011 Oval Office signing of the Child and Family Services Improvement and Innovation Act. In 2015, the White House recognized her as a Foster Care Youth Champion of Change. In 2016, the Administration for Children and Families, Children's Bureau, Washington DC honored the National Youth in Transition Database project that Lupe manages, she received a certificate of recognition for her participation in the development and/or evaluation of consultants with former foster care experience, in the evaluation of services designed to assist others aging out of foster care. In 2018 Lupe was awarded the Alumni Award in the Casey Excellence for Children Awards program, which recognizes individuals from around the country who are making exceptional contributions to improving child welfare in America.

Lupe is the adviser to the Oklahoma Chapter of Foster Care Alumni of America (FCAA). She also founded local chapters in Arizona and Oklahoma and supported additional states in founding their own chapters. She served on the FCAA national board of directors for 10 years.

One of Lupe’s greatest passions is mentoring and coaching the next generation of change makers! She thanks her mentors for always setting an example and for walking the walk with her!

Young people in foster care experience many lost relationships and are often left navigating the lead role in building relationships without being taught that skill. No one outgrows the need for family. This is the life lesson Lupe Ortiz-Tovar is living. After spending her childhood, teens, and 20s in foster care, Lupe had given up on the dream of a forever family. At 32, she was adopted and experiences the joy of having a permanent, forever family. Her life experiences led her to devote her career to helping individuals impacted by foster care realize their potential.
