Treatment Family Care Services Act of 2019

With the exploding numbers of youth impacted by their parents' drug misuse, HR3649/S.1880 is urgent. The largest cohort of 'new' youth referred by states for Therapeutic Family Care (TFC) is the steady cohort of children under age 5 who are impacted by their parents' drug use. Likewise, with passage of FFPSA, youth with major mental and behavioral health problems and/or medically fragile conditions who have been in congregate care are now coming in increasing numbers to family settings in the community (i.e.TFC) for treatment of these serious conditions.

Therapeutic Family Care (TFC) is a level of services equivalent to congregate care. TFC is a family-setting, community-based treatment delivered in specially trained and supported biological homes, kinship homes, or non-relative foster homes by state-licensed behavioral and mental health providers. Research shows that TFC, when done well, is more effective and less costly than congregate care.

We are asking for the support of all stakeholders in this legislation.
